The BC Energy Regulator (“Regulator’) is seeking a third party to complete technical compliance verification for the Woodfibre LNG Project. Technical compliance is to be assessed against all applicable
requirements under the Liquefied Natural Gas Regulation, all applicable permit conditions, governing codes and standards, and industry best practice. The third party will also be responsible to verify whether the project risks to safety and the environment have been assessed in accordance with industry best practice and whether the project
risks to safety and the environment have been mitigated.
The proponent will appoint appropriate experts to take ownership of their discipline scopes to ensure that the compliance verification activities are completed in line with the Regulator’s requirements, in a timely and effective manner, and that the work undertaken in their discipline is of suitable quality.

The project is drawing power from BC Hydro (this is outside the scope of this RFP). The project includes: emergency back-up power generation, nitrogen, instrument air, utility water, fuel gas, gas sweetening, and acid gas incineration.
The commission does not track the cost of permitted activities.
The successful RFP applicant is not expected to be stationed at the permit holder’s office. Documents will be submitted for review at the successful applicant’s office.

Yes. Regular process monitoring and reporting is expected during the project life cycle to maintain good communications between all parties.
This will be a full review of engineering documentation for FEED and detailed design including, but not limited to: calculation spot checks, specification review, risk assessment review.

LNG facility reg requires the Woodfibre LNG to provide the quantitative risk assessment, and reports that include findings and recommendations respecting each of the following:
(i) an updated hazard identification study;
(ii) a process hazard analysis;
(iii) a safety integrity level study
“Risk Assessment Review” under the scope of services (4.1) will include the verification review of all the above documents.
The RFP makes a provision for Alternate Solutions and just asks that formatting remains consistent. For the purposes of this RFP, you would just want to clarify the limitations and No Bid elements.
