Description

The objective of this Request for Standing Offer is to establish a Standing Offer agreement with the successful contractor(s) to provide hazardous materials assessment surveys (HMAS) services as needed in support of restoration work at Orphan sites.

The specific site service area included in the Request for Standing Offer include the following:

  1. Hazardous Materials Assessment Surveys
    1. Provide services to conduct onsite hazardous materials assessment surveys (HMAS) where samples of potentially hazardous materials will be gathered and sent for laboratory analysis to confirm material presence.
    2. Generation of reports based on the findings from the onsite survey, provided to the Regulator for internal use and distributed to Orphan contractors.
    3. Materials to be tested for should include but not be limited to; lead, asbestos, and signs of rodent infestation.

All responses that pass the Mandatory Criteria will be further considered, however, without COR / SECOR certification the ‘Safety’ Desirable Criteria evaluation scores will be impacted.

Yes, all proponents will be considered. Your resourcing will however be a consideration in your evaluation and appropriateness for the standing offer.

As above, your ability to provide local (qualified) field staff will impact your evaluation scoring. We expect submissions to be transparent about resourcing allocations and expectations for travel and living-out expenses.

If a submission is clear all resources are not local and travel and living-out expenses will be applied and charged to the client on all projects, and a SO is signed under this understanding, the BCER would expect to pay it. The opposite is also true, a submission that dedicates local resources (or commits to some local resources) to BCER programs that therefore will not require travel and living-out expenses, will be expected to uphold that offering and will be evaluated as a stronger bid in the ‘Mobilization & Service Delivery’ area of evaluation.

As per the price section in the ‘Desirable Criteria’ table in section 6.2 and stated in 7.0 d) - a full rate sheet is requested in addition to the completion of the table in Appendix C.

We would expect the full rate sheet to include any applicable rates not also included in Appendix C.

The BCER would be looking for examples of recent scope and BC applicable programs the applicant has completed where the approach was dictated by the size (>40 sites) and geographically restricted program area to provide efficiencies and best value for money.

We understand typical residential and commercial surveys typically take place over multiple days at a single location. Surveys on oil gas sites, however, multiple sites can typically be completed in a single day. These multi-site scopes of work are what we refer to as area-based programs as the programs are developed around geographically clustered sites.
