Description
The BCER is soliciting proposals from qualified Suppliers to support the implementation of the Digital Transformation Strategy and the annual Capital Plan by providing services to support and implement a variety of information systems development projects.
Based on the review of RFQ responses, the BCER intends to establish a List of Qualified Suppliers who may be directly awarded, or asked to compete for, contracts for provision of the services described in the attached RFQ.
The List of Qualified Suppliers will be in place for three years.

This is correct. The evaluation will focus on the desirable criteria. The number of Role Types and Technologies is left to the proponent's discretion.
The Mandatory criteria incorrectly references the RFQ Services Request 2020–2023 Checklist.xlsx file. It should read "RFQ Services Request 2025-2028 Checklist" and is correctly attached in our portal. The posted RFQ has been updated / amended.

Some vendors give us a blended rate and others give us a rate card based on their cost model. our preference would be a blended rate, but we wouldn’t decline work because a rate card was submitted.
As for the rating from 1 to 5 we’re looking for level of experience in the roles and skills from 1 (no experience) to 5 (expert). We would assume if they have, say, very senior Business Analysts that they would rate a 5. The fact that they have junior and intermediate business analysts is fine but they would rate 5.
Yes, looks like we have an error here. Section 6 is about dev methodologies… 5 is about services. This has been corrected in amendment 2.
We can accept both but from the BCER perspective these are contracted resources, not temporary (or other status) employees.
3 references should be sufficient with enough detail to show that the work done for those references relates to the ask in the RFQ.
