Yes, the rate schedule permits annual percentage increases should a proponent choose to structure pricing in that manner. Our objective is to establish clear, predictable, and transparent rates for the full duration of the contract, ensuring certainty for both parties throughout the term. While proponents have discretion in how they develop and position their pricing, the competitiveness, sustainability, and overall value of those rates will form an important part of the evaluation and decision-making process.

The BCER will not be contracting directly with sub-contractors, the successful proponent will be responsible for subcontracting the yellow iron, including procuring, coordinating, directing and overseeing subcontractors and their respective scopes of work. Subcontractors (yellow iron, labs, drilling) will bill the BCER directly; however, the proponent will be responsible for reviewing, coding, and approving invoices prior to submission to the BCER.

While fixed subcontracted yellow-iron (equipment and/or operator) rates are not required, proponents may wish to include them if they have partnered with an appropriate provider as a value-added component of their submission. This may be considered during the evaluation process, but submissions will not be penalized for omitting them. As noted in the RFP, LOA and travel from outside the Peace River Region will not be funded by the OSRF for this program, this also applies to equipment sub-contractors. If a partnership is made between the proponent and yellow-iron vendor for the purpose of this RFP, it should be noted, if the yellow-iron vendor is let go, the selection of a new vendor will be selected from the OSRF’s approved vendors list.

Should the submission not include an equipment partnership, the OSRF’s approved vendors list will be utilized.

The BCER does not expect proponents to identify all sub-contractors anticipated to be used during the five year term, with the exception of the yellow-iron sub-contractor if there is a preference or partnership. If there is a benefit to procuring a sub-contractor for a longer duration (i.e. improved rates), then it is at the discretion of the proponent to identify those sub-contractors and how it can benefit the program. Please see the other sub-contractor question here for further details. Note: BC first is the expectation of the BCER for orphan programs.

The BCER expects all pipeline segments listed in Appendix A, including any portions extending beyond the wellsite boundary, to be assessed and addressed in accordance with Appendix C – Pipeline Assessment and Restoration Requirements of the Remediation and Restoration Manual. Assessment of connecting pipeline segments is not required unless those segments are also identified in Appendix A.

Yes. Experience gained by the proposed key personnel may be included in the totals presented in Appendix B, even if that experience was obtained while employed by a different company. In the example provided, the 20 COR Part 2 submissions completed by the proposed key personnel and the 5 submissions completed by the proponent company in 2025 could be reported as 25 total submissions.

However, proponents should clearly distinguish between experience attributable to the company and experience attributable to individual key personnel. The information provided should accurately reflect the level of experience held by the company as a whole, as well as the experience brought to the project by the proposed team.
