Description

An independent audit report from British Columbia (BC) Office of the Auditor General titled “The BC Oil and Gas Commission’s Management of Non-Operating Oil and Gas Sites” was published in March 2019. This report focused on how the BC Energy Regulator (BCER) was managing the environmental and financial risks of non-operating oil and gas well sites (legacy sites). One recommendation presented states:

“RECOMMENDATION 7: We recommend that the BC Oil and Gas Commission manage the environmental risks of legacy sites by using a risk-based approach to ensure that any contamination is identified and addressed, including setting timelines for completing the work, and monitoring and reporting on progress.”

As part of the BCERs commitment to address the recommendation mentioned above, the BCER is seeking qualified firms to conduct Stage 1 and 2 Preliminary Site Investigations for a sample set of legacy sites, that have been deemed to have a higher environmental risk due to their proximity to potential receptors, the drilling methods employed, and the site age. It is anticipated that this legacy site investigation program may extended into an annual program to provide a continuous risk-based assessment of legacy sites in BC.

This RFP has been amended as of 4:00PM June 19th to extend the closing date to July 7th and to update information regarding selected well-sites.

The BCER evaluated site access on June 27 2024, and the following was noted:

  • WA#1821 - The distance from all season road is approximately 550m. Access to the site would involve traversing a grassy field. At the time of inspection, ground conditions were moist, but no major obstacles were encountered. It is suspected that under moist / dry conditions, an all terrain vehicle (ATV / Truck) could make access. This site should be considered the top priority for investigation.
  • WA#2023 – The distance from the all season road is approximately 800m. Access to the site would involve traversing a grassy field. At the time of inspection, ground conditions were moist, but no major obstacles were encountered. It is suspected that under moist / dry conditions, an all terrain vehicle (ATV / Truck) could make access. This site should be considered the second priority for investigation.
  • WA#3086 – The distance from the all season road is approximately 1000m. Access to the site would involve traversing a grassy field. It is suspected that under dry conditions, an all terrain vehicle (ATV) could make access. This site should be considered the third priority for investigation.
  • WA#3410 – This site is not accessible and should be considered the lowest priority for investigation.

Assumptions and proposed methodology for site access shall be clearly stated within proposals.
