Description

To support the delivery of key regulatory and operational initiatives, the BCER is seeking proposals for the provision of three experienced Business Analysts (BAs) to augment internal capacity from July 2025 through March 2026. These resources will play a critical role in advancing strategic priorities across permit streamlining, renewable energy applications, environmental and subsurface resource management, and operational submissions.

These positions will be fully remote (will not be expected to work in BCER offices),but may be required to meet in person or travel as required.

Two Senior Business Analysts will support projects focused on renewable energy submissions, subsurface resource management, and other high-priority initiatives. Working under the direction of existing BA and project management resources, candidates must demonstrate strong experience in:

  • Requirements elicitation and documentation (particularly user stories).
  • Business process modeling and analysis.
  • Business case development.
  • Managing medium-sized IT projects.

Proficiency with Agile, Incremental, and Iterative delivery methodologies is essential, along with experience using tools such as JIRA, Confluence, and Microsoft Project. Candidates must be self-directed, collaborative, and comfortable working across cross-functional teams. Experience with UX/CX design, change management, and stakeholder facilitation will be considered assets.

The third Senior Business Analyst will focus on operational submission initiatives and requires a more technical skill set. In addition to the core BA competencies listed above, the ideal candidate will have demonstrated expertise in:

  • Data modeling, analysis, and mapping.
  • Working with structured data formats (e.g., JSON, XML).
  • Systems integration and API-based workflows.
  • Collaborating closely with developers, data architects, and technical teams.

Experience with data mapping tools such as Stylus Studio, Apache Hop, or similar platforms is highly desirable. Familiarity with data governance, metadata management, and enterprise data architecture will be considered strong assets.
