Description

The British Columbia Energy Regulator (BCER) is hereby giving notice of the intent to enter into an lease agreement for equipment and software services that provide safety monitoring for operational staff in the field. The agreement services will be purchased through Blackline Safety Corp. The following responsibilities will be within scope:

  • Blackline Safety will lease the equipment to the BCER for a term of four years (48 months) and
  • Blackline Safety will grant to the BCER a non-exclusive, irrevocable, world-wide and royalty-free license to use the software during the term

The BCER has chosen not to tender this contract for the following reasons:

  • The BCER is not looking to replace or move away from our current solution and it would be disruptive to emergency services to realign agreement with Blackline
  • Blackline has an exclusive and proprietary software.

Vendors wishing to object to this decision should contact the procurement team via email at Procurement@bc-er.ca on or before 2:00 p.m. local time on April 17, 2025 presenting specific reasons for their objections. Vendors with the ability to offer the same level of service at a lower cost in the same time frame is the key criteria regarding the consideration of objections.
