NOTICE OF INTENT TO CONTRACT

The British Columbia Energy Regulator (BCER) is hereby giving notice of the intent to contract with Computronix for the purpose of supporting and enhancing the BCER’s KERMIT (POSSE TM) system. The following responsibilities will be within scope of contract:

  • The contractor will carry out technical analysis, design and development of business processes for the purpose of enhancing the KERMIT application.
  • The contractor will execute data mapping and data conversion processes related to mapping historical data to new data model.
  • The contractor will work with other vendors to ensure integrity of data shared between systems.
  • The contractor will upgrade POSSE TM software as needed.
  • The contractor will support a variety of BCER Initiatives that are impacted by or need integration with KERMIT.
  • The contractor will provide tier two helpdesk support for KERMIT.

A new maintenance contract with Computronix will be established to cover the period from July 1, 2025 to June 30, 2026 with a value of $15,000.

A new capital contract with Computronix will be established to cover the period from July 1, 2025 to June 30, 2026 with a value of $60,000.

The BCER has chosen not to tender this contract for the following reasons:

  1. POSSE TM is a proprietary Computronix platform.
  2. The contractor’s in-depth knowledge of the systems in place and expertise in POSSE TM allows for fast problem resolution and quick implementation of systems changes.

Vendors wishing to object to this decision should contact the procurement team via email at Procurement@bc-er.ca on or before 2:00 p.m. local time on July 1, 2025 presenting specific reasons for their objections. Vendor ability to offer the same level of service at a lower cost in the same time frame will be the key criteria regarding the consideration of vendor objections.
